Article I - In General

Sec. 32-1. Adoption of personnel system and personnel rules and regulations.
That Section 32-1, Exhibit A is hereby repealed and a new Section 32-1, Exhibit A is enacted in lieu thereof.
This Ordinance shall be In full force and effect from and after October 1, 2001. Sec. 32-2. Appointments and promotions on merit.
The personnel system shall provide that all appointments and promotions of city officers and employees shall be made solely on the basis of merit and fitness. (Ord. 2205, §2.)
Sec. 32-3. State and federal laws and local ordinances.
The personnel system and appropriate rules and regulations shall be consistent with all applicable state and federal laws and local ordinances. (Ord. 2205, §3.)
Sec. 32-4. Amendment procedure.
The personnel rules and regulations may be modified or amended by ordinance. (Ord. 2205, §4; Ord. 3062, §2.)
Sec. 32-5. Amendments to ordinances - Permitted.
This Ordinance shall not preclude the passage of any other ordinances deemed necessary and appropriate to provide for an efficient personnel system. (Ord. 2205, §5.)
Sec. 32-6. Substance abuse policy.
That the Substance Abuse Policy for the City of Rolla, Missouri approved by the city council on October 2, 1989, and designated as Ordinance No. 2707 be amended by exchanging the original policy for the following amended version - See attachment to Ord. 2710 "Amended Substance Abuse Policy for Rolla, Missouri". (Ord. 2707, §1; 2710, §1.)
