Sec. 24-1. Library board of trustees - Established.
There is hereby established and created an executive department of the city to be known as the library board of trustees.
Sec. 24-2. Composition; qualifications, appointment and term of members.
The library board of trustees created pursuant to Section 24-1 shall consist of nine persons, who shall possess the qualifications of being voters of the city and interested in literature and education, and who shall be appointed by the mayor and confirmed by a majority vote of the city council. Three of such persons shall be appointed each year for a term of three years. No person shall serve more than three consecutive terms as a member of such board; and no officer of the city may serve as a member of such board.
Sec. 24-3. Officers.
The library board of trustees shall elect from its members, all necessary officers from among themselves to create an efficient working board.
Sec. 24-4. Powers and duties generally.
The library board of trustees shall have supervision of the city library, the employment of librarians, the purchase of books, and do everything necessary and proper so that the library shall be efficiently operated.
Sec. 24-5. Records.
The library board of trustees shall keep accurate records of all books purchased, money received from the library levy, the money spent, and a true record of all the proceedings.
Sec. 24-6. Compensation of members.
The members of the library board of trustees shall receive no compensation for their services.
