The Finance Department is responsible for the administration, direction, and coordination of all financial services of the City involving financial planning, budgeting, investments, accounts payable, purchasing, accounting, payroll, business licensing, accounts receivable, insurance and risk management.

Real Estate taxes are levied on all real property (not personal property) owned by both individuals and businesses within the Rolla city limits. Assessed valuations on which these taxes are based are determined by the Phelps County assessor. These Real Estate taxes go not only to the City, but also to the Rolla School District, state, county, and developmentally disabled board.
The 2009 Real Estate Tax levy is $0.7364 per $100.00 for the City of Rolla. Of this amount, 0.1847 cents is collected for the City Library, 0.1090 cents for Parks while the remaining amount is for the City General fund. City taxes are processed and collected by the County Collector.
A City Business license in required by all entities wishing to conduct business within the City of Rolla. This includes retail businesses, home-based businesses, and out-of-town contractors wishing to perform work within the City. The Finance Department also handles liquor licensing for businesses wishing to sell alcoholic beverages.
Additional responsibilities include providing consumer protection against non-regulated operations in Rolla, and the inspection and enforcement of garage sales and special permits. The Finance Department also contacts businesses who are delinquent in sales tax payments to the State.
Processes payment of invoices for all City Departments.
Responsible for the proper distribution of money received at the window and through the mail. Some of the items received are: sanitation payments, cigarette and motel/hotel taxes, sewer payments, airport hanger and fuel sales.
Finance is also responsible for management of the City's cash on hand, and the investment of City funds.
